The German Association of Music Venues (LiveKomm) has welcomed the inclusion of club and festival culture in the new coalition agreement between the the political parties CDU/CSU and SPD—but is calling for immediate action to turn commitments into reality.
In a statement responding to the agreement, LiveKomm emphasized the urgent need to support the country’s vibrant music scene, citing ongoing threats to the existence of many clubs and festivals.
“We support the Initiative Musik and other federally funded initiatives to promote the music industry and pop culture,” the association said. “Cultural conservation areas are needed where existing venues are protected, and music clubs are formally recognized as cultural spaces under building regulations and noise protection laws.”
The coalition agreement outlines continued support for infrastructure improvements, accessibility, and noise protection programs. But LiveKomm stresses that despite a 2021 Bundestag resolution recognizing music venues as cultural institutions, there have been no meaningful administrative or legal changes to reflect this status.
Pamela Schobeß (pictured), political spokesperson for LiveKomm, warned that time is running out. “We are pleased that the coalition agreement acknowledges the value of club culture and the seriousness of the situation—however, there isn`t much time left for implementation. Increased costs are particularly threatening small venues, which are vital for young musicians and cultural diversity.”
According to a recent nationwide survey, 28% of clubs currently fear for their survival. Rising commercial rents and operational costs are putting enormous pressure on the scene, impacting not just venues but also audiences and emerging artists.
LiveKomm is calling for an urgent expansion of existing programs like Initiative Musik and the launch of a federal noise protection pilot project. The association also continues to push for broader legal reforms and sustainable, long-term funding to secure the future of Germany’s club and festival landscape.
